The Department of Insurance Stadium, part of the Ministry of Interior and Public Security, is responsible for implementing Law 19,327 on the rights and obligations of professional football events.
He is responsible for advising political authorities and managing the prevention, security and public order in football through the ANFP (National Association of Professional Football), regional and provincial presidential delegations and the Chilean National Police (Chilean Carabineans).
The Seguro Stadium was founded in 2011, during the first government of President Sebastián Piñera, to curb crime and violence in professional football matches. The goal is to restore football stadiums as places of recreation and leisure, for the meeting of fans who embrace the sport.
Death of fans
This Thursday (10), the Monumental Stadium, in the commune of Macul, in Santiago, was the scene of The match between the Copa Libertadores.
The confusion began with fans, resulting in and later suspension of the game.
According to preliminary information, fans clustered outside the stadium, shouting and throwing objects against security.
Police responded with water cannons and reinforcement in the contingent, but the situation worsened as part of the crowd tried to force the entrance, overthrowing one of the perimeter’s fences.
The exact circumstances of the deaths are still under investigation, but two hypotheses are considered: the first points out that a police car may have passed over the outshed fence, crushing two victims. The second suggests that the deaths were caused by a human avalanche during the riot.
