The Secretary of State for Portuguese Communities, José Cesário, argues that Portuguese retirees abroad have “special conditions” in tax matters to return to Portugal – which can be realized through an adaptation of the Regress Program.
José Cesário defended tax support to boost the Return of Reformed Emigrants.
In an interview with Lusa, the Secretary of State for Portuguese Communities defended a Adaptation of the Program Returns – that supports emigrants on their return to Portugal.
Not knowing whether he will continue to occupy the current functions, which will depend above all on the result of the May 18 legislatures, Cesário acknowledges that the tax supports to emigrants who reform themselves and return to Portugal are “articles that articulate with the various bilateral agreements” with the countries where these communities reside.
“We must be sure that a national citizen, reformed by a social security from another country, upon receiving the pension here, can be partially exempt from the payment of taxation in this pension. It is a matter that has to be seen on a case by case basis, taking into account the characteristics of each country,” he said.
And argues: “What I would want was that we could have a model in which this national citizen could come to Portugal, receive your pension herewith an advantageous fiscal situation that would allow him to be living. ”
“The government has to find mechanisms, particularly from a fiscal and social point of view, to respond to these new audiences, these new resident hypothetical, also local administration, other local authorities, the economy and local economic agents have to find a way to frame this reality,” he says.
Support for Reformed emigrants It is one of the areas that, according to José Cesário, no longer advanced due to the fall of the governmentsuch as the restructuring of the Portuguese Education Network abroad (EPE), from the outset with the capture of more teachers, which is to “pay them better”.
Regarding what the 1,584,499 Portuguese voters abroad can lead to vote for the next legislatures and to choose the four deputies who represent them, José Cesário believes it will be “his love for Portugal”.
And it promises that if it again assumed political functions, it will be hit by electronic vote and the increase in the number of deputies from two to three throughout Europe and from two to three out of Europe.
