Ecuador returns to the polls for the 2nd round of presidential elections

Voters choose between businessman Daniel Noboa and the left representative, Luisa González; Winner will rule by 2029

Ecuador holds the 2nd round of presidential elections this Sunday (13.ab.2025). Voters vote to choose Daniel Noboa (national democratic action, center-right) or Luisa González (citizen revolution, left). It is the 2nd time that the 2 candidates compete for a 2nd for the presidency: the same scenario took place in 2023, in which he was elected.

The scenario for the 2nd round is very narrow. Both candidates are tied in polls. According to a survey by, published on April 3, noboa leads with 50.3% of the intentions of the valid votes, followed by Luisa González (49.7%). The margin of error is 2.2 percentage points. The elected candidate will rule by 2029.

Candidate Proposals

Daniel Noboa and Luisa González have different views to solve current Ecuador problems. The entrepreneur follows a more neoliberal line in the economy and highlighting security and following a “Blot line” with those arrested by drug trafficking.

The lawyer, on the other hand, adopts a more active role of the state in the economy to ensure the “Social Justice”. In security, González follows a milder idea that invests in education and health to reduce crime.

Read the main proposals for each area:

Economy:

  • Daniel Noboa – Tax incentives for the growth of local companies and maintenance of the dollar as Ecuador currency;
  • Luisa González – Capture of external financing for public investment in social sectors, in order to encourage the agricultural sector and low -income families.

Education:

  • Daniel Noboa – Investments in infrastructure and technology for schools and universities, focusing on technical education and job creation to serve the market;
  • Luisa González – Expand access to education for low -income populations, as well as investment in teacher training to reduce social problems.

Health:

  • Daniel Noboa -Public-private partnerships to increase the efficiency of the current health system and expand hospitals;
  • Luisa González – Direct more state resources reduce inequalities in access to treatments and consultations.

Security:

  • Daniel Noboa – Greater military presence in arrests, ports, borders and public places, investment in prisons and formation of police. The candidate’s idea follows a system similar to El Salvador’s;
  • Luisa González – Invest in jobs and education to reduce the number of young people in prisons, as well as restore judicial systems for the trial of possible criminals.

Who is Daniel Noboa

Daniel Roy Gilchrist Noboa Azín, 37, was born in Miami, United States. He is the son of the tycoon Álvaro Noboa, owner of Noboa Trading, one of the main banana exporters of Ecuador. At 18, he founded his own company, DNA Entertainment Group.

The entrepreneur studied public administration at Harvard University and began to dedicate himself to politics by being elected to the National Assembly of Ecuador in 2021. In the Legislature, he was chairman of the Commission for Economic, Productive and Micro Ensure Development.

Noboa arrived at the executive after former President Guillermo Lasso (Creo Movement Party, right) dissolved the Assembly and summoned new elections in 2023. At the time, with 52% of the votes valid against 47.8% of Luisa González.

The government “Tampão” Noboa, however, faced numerous difficulties that led to high rates of management disapproval. The Ecuadorian leader began his mandate with political crises and a climb of violence in the country.

Despite promising harder measures against drug trafficking, armed groups still threaten the country and national security because of faction wars. The government with closed borders “In response to attempts by groups armed to destabilize the country”.

In addition to the inefficiency of fighting drug trafficking, noboa is criticized by economic recession and the growth of poverty during the mandate. The president tried to reduce the public deficit with tax reduction and tax incentives for Ecuador companies. The country’s leader, however, failed to approve structural reforms because of the opposition in the legislature.

Who is Luisa González

Luisa González, 45, is the main candidate of the opposition. He was born in Quito and has a degree in law from the International University of Ecuador. In 2008, he worked as advisor to the Secretariat of Communication and Information of the Presidency of Ecuador. Two years later, he assumed the position of general coordinator of the presidential strategic agenda.

From 2011 to 2018, he held different positions, as deputy consul of Ecuador in Madrid, Deputy Minister of the Ministry of Tourism, Secretary General of the Presidential Office, National Secretary of Public Administration and Minister of Labor. After the government of Rafael Correa (2007 -2017), González was appointed National Secretary of the Andean Parliament.

The lawyer was elected to the National Assembly in the 2021 legislative elections. By the Unión Coalition by La Esperanza, she was chosen to represent the province of Manabí. He performed the function until May 17, 2023, when Lasso summoned the early elections.

Despite Noboa’s low popularity, many voters still reject the leftist candidate for his connection with former President Correa, sentenced to 8 years in prison by bribery and corruption schemes, but lives exile in Belgium.

Many voters connect González’s image of the former president, fear of the country to return to the political climate that led to the increase in drug trafficking and violence. The lawyer does not follow “Hard Line” Noboa, but promotes financing in sectors such as health and jobs, which would take young people out of jail and crime.
