Negotiation for the formation of a federation between and advances in the summit of the two parties, but faces obstacles in at least 13 states, in a scenario that can have consequences in 2026.
In party federations, subtitles that are associated, at the federal, state and municipal levels, under penalty of punishing. It is a different model from the coalitions, which were vetoed in proportional elections.
If realized, the PP-Union Federation may have an electoral fund of more than R $ 1 billion in 2026. The most quoted name to preside over the junction is (PP-AL), former president of the House.
By the initial design, the PP would command the Federation in nine states, União Brasil, in nine others and, in the last nine, a kind of double command led by the national directories, to whom it will mediate the disputes between the parties and seek decisions for consensus.
Embies reach at least 13 states and include the dispute for the federation leadership and different paths designed for 2026, as well as states in which parties have competitive candidates to the government.
The Federation received a positive signaling in the PP and awaits a decision of União Brasil.

If it is realized, the alliance will form the largest bench of Congress, with 108 deputies and 13 senators, and will have an electoral fund that should exceed R $ 1 billion in the next elections.
One of the main imbroglios is. While the PP wants to launch Deputy Governor Lucas Ribeiro as a candidate for the succession of Governor João Azevêdo (PSB), Senator Efraim Filho (Union) is quoted for the opposition dispute.
Lucas is the nephew of federal deputy Aguinaldo Ribeiro (PP-PB), close to the party’s national president ,. Efraim, in turn, bets on the relationship with the Union Brazil summit to prevail.
The situation is similar in Acre, where the federation will be led by Governor Gladson Cameli (PP). He works the name of Deputy Governor Mailza Assis (PP) for his succession, but União Brasil is pre-candidate Senator Alan Rick (União Brasil), who leads the polls.
If the federation advances, the two parties will have to reach a consensus on the government candidacy. If he is unsuccessful, Senator Alan Rick could leave the party to be viable in the majority dispute.
In Paraná, Senator Sergio Moro (União Brasil) moves for the succession of Ratinho Júnior, but the PP is the governor’s ally and aims at a chair in the federal deputies Ricardo Barros and Pedro Lupion, this last leader of the ruralist bench.
The alliance still faces barriers in Pernambuco, Ceará and Bahia, where the subtitles support adversary groups.
In Bahia, the federation will be led by the former mayor of Salvador, ACM Neto. The PP bench, however, has become approached by Governor Jerônimo Rodrigues (). The two parties had broken in 2022.
Even with distinct plans, União Brasil and PP of Bahia negotiate a coexistence pact, repeating the scenario of the last election. In 2022, the PP supported ACM Neto’s defeated candidacy, but part of its deputies made alliances in municipalities with PT allies.
The scenario is similar in Ceará, where União Brasil, led by former deputy Captain Wagner, is opposed to Governor Elmano de Freitas (PT), but the PP is part of the base of the petista.
In Pernambuco, the PP is the main party of (PSD) base and should launch federal deputy Eduardo da Fonte to the Senate on the governor’s plate. União has as pre-candidate for senator the former mayor of Petrolina Miguel Coelho, ally of the mayor of Recife, (PSB).
“If there is the federation, we have to put the weights of each party. The union is larger than the PP, but that does not mean that it will have the majority, but also the PP may not think it will have greater autonomy because in state A or B has more deputies or less,” says Coelho.
“From the union I do not leave. From PP, I think he does not leave either. If there is a federation, we have to respect ourselves and have synergy,” says the former mayor.
Also lacking consensus in the largest electoral colleges, case of Sao Paulo, Rio de Janeiro and Minas Gerais. These are states where there is no natural leader for the federation and strategic decisions will initially be with the national summit.
In Rio de Janeiro, the President of the Legislative Assembly, Deputy Rodrigo Bacellar (Union Brazil), must be a candidate for the government with the support of Governor Claudio Castro (PL). But the PP has approached the mayor of Rio, Eduardo Paes (PSD), also potential candidate for state succession.
The picture in Sao Paulo is also undefined. The two parties are allies of Governor Tarcisio de Freitas (Republicans), but seek to strengthen themselves in the local scenario.
The PP agreed to affiliate (before in the PL), state secretary of public security, and aims at a chair in the Senate. If Tarcisio is a candidate for presidency, Derrite can run for the Bandeirantes Palace.
