Eventual, that the House of Representatives is inclined to approve, will represent, if completed, an unprecedented measure. It will be the first time a deputy will suffer this punishment for committing physical aggression.
In April 2024, Glauber kicked and pushed a member of the (Free Brazil Movement) that, on social networks, has several publications in which he provokes leftist politicians and journalists.
The House Ethics Council, which on the same day began a hunger strike in the room where the vote took place. The final decision is from the House Plenary, but there is no date yet for this to happen.
The history of the Chamber is full of cases of violence that never resulted in loss of mandate – in this punches of a parliamentarian in the face of a colleague within the plenary in 1991, even recent episodes that mention kicks, stomach punch, foot and domestic violence.
Deputy Delegate of Cunha (PP-SP), for example, received from the House Ethics Council only a verbal warning in 2021 as a result of video that suggests that there was.
In the one that applied the mild punishment, parliamentarians argued that it would not be up to the organ to be imposed on topics related to domestic violence.
“We have more than two dozens of federal deputies who are responsible for domestic disagreement in the house. If we bring all these cases to profound investigations in this council of ethics, anticipate the work of police and justice, although there is the principle of independence of the instances, we will have to call here, then, Sonia Abrão to preside over the session, and here would become a Family Case Council (Union Alexandre).
One of the most striking episodes of physical aggression practiced by a deputy occurred in 1991 within the House plenary.
In the late afternoon of that day, Deputy Raquel Cândido (PRN-RO), who had been implying Nobel Moura’s involvement (PTB-RO) with drug trafficking, said the bench colleague lived from the lenocym-axploitation of prostitution. At this point, posted alongside his colleague, Nobel struck two punches toward the deputy, reaching his face. Rachel ended up falling into the first row of chairs of the plenary.
The camera has never applied a punishment to Nobel, who, moments after the assault, said he had not hit a woman, but in a “prostitute.”
Nobel Moura ended up having the term revoked two and a half years later, but for the suspicion of having exchanged a party by bribery.
The list of aggressions is extensive and involves deputy who would later become minister-Geddel Vieira Lima (MDB-BA) opened with a punch the supercilion of colleague José Falcão (PFL-BA) during an argument in Congress in 1992-and even former president of the Republic.
In 2013, during a Doi-Codi in Rio, then deputy Jair Bolsonaro appeared on video making a movement that appeared to be a punch in Senator Randolfe Rodrigues (PT-AP )’s belly.
The Ethics Council delivered the future president on the grounds that the video was not clear that there was punch. Bolsonaro denied the aggression.
More recently, in 2001, the rapporteur who recommended the cassation of Glauber, Paulo Magalhães (União Brasil-BA), Antonio Carlos Magalhães.
Of the 21 deputies who have lost their mandate by decision of the plenary since redemocratization, the majority, 16, had as its motivation for the suspicion of corruption. Another 3, murder.
The remaining two had as formal justification for falsifying documents.
Glauber’s case also destroys for counteracting.
Cases of suspicion corruption, for example, are usually shelved.
In 2019, Wilson Santiago (Republicans-PB) had his term suspended for the investigations of embezzlement of sums against drought in the Paraíba Sertão.
The plenary of the Chamber of the Court on the grounds that it was a matter to be resolved by the Ethics Council. The case, however, by the Board of Directors and only arrived at the Council in 2022, being filed months later, at the end of the legislature, without any deliberation.
The exception to the corporate bias of the organ occurs because Glauber has parliamentary performance marked by the confrontation with colleagues, which earned him the dislike of most of them. He was, for example, one of Arthur Lira’s main critics (PP-AL). Lira denies.
