The Minister of Justice, said on Sunday (13) that he is concerned with the performance of the metropolitan civil guards, and argued that they have their work regulated by legislation and the Federal Police.
“It worries me about the performance of the municipal guards. We have to standardize the performance. We will take courses to enable them, and the Federal Police will have to establish what types of weapons will be used by them,” he said, during a meeting with representatives of the legal and civil society in São Paulo.
The conversation was organized by the Legal Group Prerogatives, aligned with the Lula administration, and gathered about 200 people in the apartment of lawyer Pierpaolo Bottini.
The purpose of the meeting was to present the priority of the portfolio, which should be sent to the National Congress soon, as well as engaging opinion makers to help defend it publicly.
According to Lewandowski, the role of the guards is on the amendment, but there are still many details to define.
“There is a desire for several mayors, especially of the capitals, to have a vehicle -armed force, able to combat the crime, make arrest in the act. We have to find the right point of municipal guards. They cannot shock with the other forces, such as the Military Police or the Civil Police,” he said.
The theme gained relief in the wake of a decision of the Supreme Court (STF) that recognized the role of police of the guards. Various then expand their performance and turn them into municipal police.
This weekend, however, what Lewandowski considered positive.
“Police have a very accurate meaning. Police investigate, executes search and seizure warrant, prison. Is this the role that you want to give to municipal guards?
In the conversation, Lewandowski stated that the idea of the amendment proposal is to harmonize the work of the various federated entities, and that states cannot find themselves sovereign. Several governors resist the proposal because they evaluate that they interfere with their autonomy.
“There is an idea that has come since the 1891 Constitution, which was considered sovereign states, but states are autonomous. Federalism today is cooperative,” he said.
Optimistic, he said he feels that there is good willingness of the House leaders, both the government’s support base and the opposition, so that the measure is approved. But I didn’t want to commit to deadlines.
“I can not impose anything on Congress. They have their rites. The idea of the rapport of security forces, from the Union to the municipalities, passing through the states, no one can be against.”
The minister also answered some questions. To lawyer Antonio Mariz de Oliveira, who defended the demilitarization of the military police, said it would be unfeasible at this time.
“We didn’t move in the PMs, because then we would really face a fight with very well organized corporations,” he said.
Already to the former policeor of the police of São Paulo Claudio Aparecido da Silva pointed to racism of the state security forces, and requested action from the minister. Lewandowski agreed that there is “structural racism” in various police in the country, and that his folder considers the fight against it a priority.
