The government base parties (PT) were not responsible for the urgent request filed on Monday (14) to the bill that provides amnesty to those convicted of the coup attacks.

The request obtained support from 264 deputies, of which 55% are parties with ministries and 61% are affiliated with governing base (contemplated with other second -ranking positions, but not with ministries). It was necessary to join 257 deputies so that the proposal could be processed.

If approved in plenary – which requires the support, again, at least 257 deputies – the application accelerates the bill and allows it to be voted directly in the plenary, without passing through the commissions. For this, however, it is necessary to be guided by the mayor, (-PB), who resists this and in the (Supreme Court).

South and Midwest stands are those in which the defense of amnesty has the most strength: more than 70% of the deputies of these regions have signed the request. Already in the Northeast, where President Lula, only 33% of the deputies endorsed the opposition request. In the Southeast, there was division, with a tight majority (53%) in favor of forgiving those convicted of the attacks of 8 January.

In Rondônia, all eight federal deputies defended the bill. Already the two states with the lowest membership were Alagoas, from the former mayor (), and Paraíba, from Motta. Only 2 of the 9 deputies of Alagoas and 3 of the 12 Paraibans agreed with the application.

The government tried a movement to convince parliamentarians to withdraw their signatures before the request was filed, but the leader of the House, Deputy (RJ), anticipated and officialized the proposal before that could occur.

Initially, he wanted to wait for the adhesion of 280 congressmen to demonstrate more strength. “Given the government’s cowardly pressure to remove support, I anticipated the strategy. Now it is registered and public: no one will be caught by surprise. Amnesty now!” He wrote.

Among the cases that were released by the opposition was, for example, Deputy Paulo Foletto (PSB-ES). He contested the signature and sent his team to remove his name. With this, no PSB deputy embarked on the opposition strategy. In addition, PT, PC do B, PV, Solidarity, PDT, PSOL and Network were the acronyms that had no supporter.

The new, on the other hand, was the only 100% pro-administry acronym. The PL, the former president’s party, had two defections: Antonio Carlos Rodrigues (SP), former Minister of Transportation of the Dilma Rousseff government (PT), and Robinson Faria (RN)-which is leaving the PL and in negotiations with PP and Republicans. The other 90 party parliamentarians put their names, including those who are allied to Lula.

PT leader in the House, Lindbergh Farias (RJ), and government emissaries articulate with the signatories who are part of Lula’s support base the referral of a request for exclusion of their signatures. For validity, this new application would need the support of more than half of the authors.

Petistas want Motta not to guide the urgency. Lindbergh recalls that there are 2,245 proposals with urgent request. It also recalls that Motta stated that he would only guide the project in case of consensus among the leaders.

“[Aliados] They will petition that they want to remove their names. It will be clear that there is no absolute majority in the house, “said Lindbergh, noting that deputies were unaware of the breadth of the proposal.

By the project, the amnesty would extend to acts performed since October 2022, as fires on the streets of Brasilia and the murder plans of the president.

Asked about the hypothesis of withdrawal of signatures, the government leader in the House, José Guimarães (PT-CE), said that “in politics political gestures speak louder.” “Who signed [o requerimento] is contrary to me and gleisi [Hoffmann, ministra da Secretaria de Relações Institucionais]”He added.

The base party that most demonstrated adherence to the proposal was the PP, a caption in which 35 of the 48 federal deputies subscribed to the document. The party president, Senator (PI), personally asked his bench to help with the proposal. He has rejected the possibility of entering Lula’s coalition in 2026 and said he will support who Bolsonaro decides that he will be the right candidate.

Another acronym with strong grip to amnesty is União Brasil, which negotiates the entry of Deputy Pedro Lucas Fernandes (MA) as Minister of Communications after the dismissal of (MA) for being denounced by (Attorney General’s Office) for alleged.

Of the 59 deputies of União Brasil, 40 helped file the application. The party also indicated the rapporteur of the project at the CCJ (Commission of Constitution and Justice), Deputy Valadares Filho (SE), and works to assume the function in the plenary. Another quoted is Alfredo Gaspar (AL).

Valadares is the author of one, suggesting forgiveness to all past and future acts related to attacks on the headquarters of the three powers. Jurists differ if this can also result in the forgiveness of former President Bolsonaro, who will be tried by the STF for the alleged against the Lula administration.

Other parties with ministries and at the same time have members supporting the urgency for the subject are Republicans (28), MDB (20) and PSD (23). In the MDB, Lula’s regional cutout and opponents is even clearer: Amnesty was not supported by any deputy from the Northeast and only 1 of the 9th of Pará – Governor Helder Barbalho works to take over the petista’s deputy in 2026.

In addition, we can (9), PRD (3) and Avante (4) have positions in the executive and vice-leadership functions of the Government in Congress, but have members who signed the application.
