A company linked to the federal deputy (MDB-CE) and was eighth in the bidding process, has signed a contract to provide food to hospitals managed by an institute whose president is nominated by the governor of the same party as the parliamentary.
The agreement is contested by District Deputy Gabriel Magno (PT), who filed a representation with the Federal District Court of Auditors questioning the hiring.
The IGESDF (Institute for Strategic Health Management of the Federal District), an autonomous social service whose CEO is nominated by the Governor of DF, manages two hospitals and six emergency care units in the Federal District.
In 2020, the institute bid to hire a company to provide food in the places. The winner was the Salutar company, which, on December 24, 2024, had the contract terminated after accusations of irregularities. The cancellation was signed electronically at 3:24 pm.
Less than half an hour later, the institute signed a contract with the maximum Facility and Soluções Ltda., Although she was in eighth place in the competition. The company has in its corporate staff the Empresarial Elo, opened in 2022, in which Eunício appears as a legal representative.
In the representation, the district deputy states that “no publicity was given regarding the technical, legal or exceptional motivation that justified the direct hiring of the company classified in such a lower position, to the detriment of other competitors previously classified in more advantageous positions.”

The IGESDF claims to have summoned the participants of the original process to assume the remaining period of the Salutar contract and that, after the process, “it was a winner for hiring the remaining service to maximum company Facility and Soluções Ltda.”
The institute says that the company “met the technical and legal requirements required by the notice, ensuring the continuity of the food service in health facilities”.
It also states that hiring “took into account the company’s operational capacity and its aptitude to provide quality food to patients and employees, pursuant to the notice.”
Asked by the panel about the other companies that qualified in front of the maxim, the institute stated that “the other participants of the notice were called and did not express interest in participating in the hiring process.”
Deputy Eunício Oliveira, in turn, sent a note stating that there is no “administrative or commercial interference” of the parliamentary in the maximum company.
Asked if there was any political influence on choosing the maxim, Governor Ibaneis Rocha responded with the same demonstration sent by the IGESDF.
