The federal government opened extraordinary credit of R $ 27.4 million for the Supreme Court through provisional measure published on Thursday (17.br.2025) in DOU. The appeals will be destined to the management and maintenance of the judiciary.
The document was signed by President Luiz Inacio Lula da Silva (PT) and Minister Simone Tebet (Planning and Budget). Here’s (PDF – 68 kb).
According to the Provisional Measure, the money will be used to fund the “assessment and judgment of causes” in the Supreme.
Government wants to cut spending
Lula’s economic team expects the amount for discretionary (non -compulsory) expenses to fall from R $ 221.2 billion by 2025 to R $ 8.9 billion in 2029 – 96%time. This means that there will be little money to maintain public service, including social policies.
Discretionary expenses are non -compulsory expenses by law and can be adjusted annually in the budget. They are usually investments and cost of public administration.
Only from 2026 to 2027 the figure available in discretionary expenses would already significantly retract. It would go from R $ 208.3 billion to R $ 122.2 billion, falling 41%.
The values include spending on amendments of deputies and senators, which represent a significant slice of discretionary. That is, federal management will have less and less money for its own resources because it will have to make the amendments payments.

Finance Minister Fernando Haddad said on Wednesday (16.abr) that the government has not yet discussed solutions for the projections to empty discretion expenses by 2029. According to him, measures will be taken “with each step that is fulfilled”.
