SP GOVERNMENT EXCHANGE COMMANDER-General of the Military Police

The government of São Paulo announced the Exchange at the General Command of the Military Police. The information was published in the State Official Gazette (DOE) this Thursday (17).

O Commander General Colonel Cássio Araújo de Freitas will retire after two years and four months in the corporation’s leader. The post will be assumed by the PM Deputy Commander, Colonel José Augusto Coutinho.

Last February, Colonel Cássio turned five as a PM colonel and enters the corporation reserve.

Colonel Coutinho assumes the general command of the Military Police with 33 years of experience at the institution. Prior to that, he was commander of shock policing, the 1st Shock Police Battalion Tobias de Aguiar (Rota), the 4th Shock Police Battalion – Special Operations and Chief of Staff of the Shock Policing Command.

Police lethality doubled under Colonel Cássio

The deaths committed by military police from São Paulo, the first two years of Colonel Cássio’s command and the management of Governor Tarcísio de Freitas (Republicans).

Between January and November 2022, the last year of the previous management of the Public Security Secretariat (SSP), were 355 Occurrences. If only the numbers of deaths committed by PMs in service are taken into consideration, the increase is even greater. From January to November 2022, there were 233 occurrences involving deaths committed by agents during office hours. In the same period of 2024the number jumped to 600, an increase of 157%.

A CNN contacted the Secretariat of Public Security (SSP), which sent a note.

“In the first two years of current management (2023 and 2024) there was a 32.2% reduction in deaths due to police intervention, compared to the first two years of previous management (2019 and 2020). By determination of the Public Security Secretariat, all cases of this nature are rigorously investigated by the Civil and Military Police, with monitoring of the Corregedorias, Public Prosecution Service and Judiciary. Analysis of procedures review and improve training, as well as investigative structures, aiming at reducing police lethality.

In parallel, the folder keeps its corregedorias well structured and active to register and investigate any deviation of conduct, applying the proper punishments to the agents. Since the beginning of last year, more than 280 police officers have been fired and expelled, while a total of 414 agents have been arrested, showing SSP’s commitment to not compromise with professionals who violate the rules of their respective institutions, whose primordial function is to protect and ensure the safety of the population. ”
