In a good time, the proposal for Constitutional Amendment (PEC) of the oven. The minister’s diagnosis is not original: he had inspired the law of the Unified Public Security System (SUSP) in 2018, when Raul Jungman was Minister and Michel Temer, president – to die for the disinterest of Bolsonaro management. The current initiative has the declared purpose of placing the SUSP in the Constitution, company with the Unified Health System () and the National Education System (SNE), hoping to give it institutional robustness.

In a federative state, or the Union coordinates and integrates, or prevails the fragmentation of initiatives of each subnational entity. And this is what Lewandowski’s proposal, which includes the creation of a National Council composed of representatives of the three levels of government and civil society; the standardization of protocols, information and statistical data; the updating of the competences of federal forces; and, lastly and more importantly, the constitutional guarantee for national public and penitentiary funds.

But the constitutionalization, which should still undergo a hard evidence in Congress, does not guarantee the consolidation of the SUSP. This will involve bureaucracies and delicate negotiation with governors and armed corporations, who need to believe they can benefit from the new arrangement. SUS and SNE experiences indicate that stability of rules and slopes transfers of resources have been essential incentive for the adhesion of states and municipalities.

Finally, this is a reform that – if started now – will surely last for more than one presidential term. Thus it requires that the change becomes aspiration of society, strong enough to impose itself on the natural party-political dispute.

From now on, his success depends on being a minister’s politics and becomes a priority of the President of the Republic. And, besides, let him know to present it, along with other indispensable measures of more immediate impact, as an expression of his empathy with fear and the daily affliction of millions of ordinary Brazilians-rather to make safety their greater aspiration.

The subject will certainly be present in the 2026 presidential dispute, when it will be up to the candidate of the situation to show that he gave him and will continue to give the attention that the severity of the problem requires.
