In the resumption of work after the holiday, the opposition should intensify the articulation to accelerate the processing of the amnesty project to the condemned by the acts of 8 January.
The main front will be the meeting of leaders scheduled for Thursday (24), when the PL intends to push for the vote on the urgent request the following week. Until then, the party must meet with Centrão leaders to ensure that they refers, during the meeting, the need to guide the request for next week.
To enable the advance of the proposal, the PL must present to party leaders the possibility of a more flexible text, which restricts the condemnation of acts of 8 January only to those involved in the depredation of public assets. The penalty for depredation of public assets is three years in prison. Already accused of planning or financing the attacks would be benefited by the amnesty.
In addition, a kind of “plan B” is under discussion to increase adherence to the proposal. PL members brought to the mayor, Hugo Motta (Republicans-PB), the suggestion to replace the current rapporteur, Rodrigo Valadares (União Brasil-SE), by Alfredo Gaspar (União Brasil-AL).
Former prosecutor, Gaspar is seen as a name that can make the project more palatable for the centrão, facilitating the construction of a consensus without wearing União Brasil, caption with broad support for the proposal. More than half of the party bench has already signed the urgent request for the vote.
The mayor, Hugo Motta (Republicans-PB), has already expressed his intention to seek a “joint solution”, which pleases all sides. The idea is to propose an institutional conciliation, including the Federal Supreme Court (STF) to reduce the penalties applied to people who participated in undemocratic acts after the 2022 elections.
The PL, however, does not intend to renounce the bill. For the leader of the bench, Deputy Sostenes Cavalcante (RJ), even if the Supreme review the dosimetry of the penalties, the analysis of the project must follow. According to him, a review by the Supreme Court would only reinforce the thesis that the STF has committed excesses in convictions and now seeks ways to alleviate the situation of the defendants.
