Comptroller General of the Union interviewed 1,273 people in 2024 in all states; entities operated without delivering necessary documentation
A report by the CGU (Comptroller General of the Union) released on Wednesday (23.abr.br.2025) pointed out that 97.6% of retirees and pensioners of the INSS (National Institute of Social Security) had direct discounts unauthorized in their benefits to pay unions and associations.
The agency interviewed 1,273 beneficiaries from April to July 2024 in all states of the country. Of the total, 96% said they did not participate in any association. The report on the audit was prepared in September 2024, but was only released now. Read A (PDF – 4.9 MB) of the document.
According to CGU, the results indicated the “Great probability” of discounts were made improperly and defaulting on the interest of the pensioners.
The agency reported that the audit was made after identifying a sudden increase in the amount of discounts for associative monthly fees performed on the payroll of beneficiaries. According to CGU, in 2022, the value of discounts performed was R $ 706.2 million. In 2024, the amount more than tripled, reaching R $ 2.6 billion.
The controllership also identified that requests to cancel the discounts made by INSS service channels grew up “Sunningly” From July 2023. In April 2024, there were 192,000 requests registered.
In 14 states, 100% of respondents said they did not have authorized the discount of entities in their payrolls. The suspicion of fraud resulted in the operation without discount launched by the PF (Federal Police) on Wednesday (23.abr).
The state with the lowest percentage is the Holy Spirit, in which of the 29 interviewees, only 3 recognized the payments. That is, 89.7% said they did not recognize the charge.
Given the results, the CGU recommended to the INSS the immediate blockage of discounts on new associative monthly fees, but this was not done and the discounts continued.
Investigations indicate that the entities falsified documents and signatures to associate retirees with associations and unions.
Operation “No Discount”
The PF launched on Wednesday (23.abr) the operation without discount to investigate an improper discount scheme in retirement and pensions of the INSS (National Institute of Social Security). The operation fulfilled 211 search and seizure court orders and 6 temporary arrest warrants in the Federal District and 13 states.
According to the PF, irregularities related to the discounts of associative tuition applied to social security benefits, especially pensions, granted by the INSS, were identified.
The government reported that by 2023 the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values of retirees.
From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. Interviews were also conducted with about 1,300 retirees who had payroll discounts.
According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts. The controllership also identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS.

The crimes in investigation are:
- active and passive corruption;
- Functional confidentiality violation;
- Document forgery;
- criminal organization;
- capital washing.
The PF said it seized luxury cars, cash, jewelry and paintings. Total values and the exact amount are still in survey.
Earlier, at 6:30 am, PF Director-General Andrei Rodrigues and CGU Minister (Comptroller General of the Union), Vinícius de Carvalho, met with President Luiz Inacio Lula da Silva (PT) at the Dawn Palace to explain the operation and the measures adopted.
Here are some information clarified by the government:
- How does the monthly discount?
Class entities, such as associations and unions, formalize technical cooperation agreements with the INSS (National Institute of Social Security). These agreements allow entities to make associative monthly discounts directly on the payroll of the INSS beneficiaries, provided they are authorized by retirees and pensioners. - beneficiary authorization
For the discount to be held, the entity needs the express and individual authorization of each beneficiary to make the discount of its associative monthly fee. In the investigation, however, the absence of rigorous verification of this authorization and the possibility of falsification of affiliation and authorization documents were identified.
Adopted measures
The government determined the suspension of technical cooperation agreements of the INSS -associated entities and, consequently, discounts made in retired and pensioners payments of payments.

According to the government, INSS retirees and pensioners who identify improper discount of associative monthly payment in the payment statement (paycheck) may apply for the exclusion of the debt automatically by the application or website.
