The Attorney General of the Union (AGU) announced on Wednesday (23) the creation of a special group to recover the diverted amounts of INSS retirees and pensioners through improper discounts in favor of trade unions. The estimated loss is R $ 6.3 billion, accumulated between 2019 and 2024.
The measure comes in the wake of the operation without discount, triggered by the Federal Police in partnership with the Comptroller General of the Union (CGU), which investigates the existence of to enable collection of associative tuition without consent of the beneficiaries.
According to AGU, the group’s objective will be to act in the administrative and judicial spheres to hold those involved and “recover every penny diverted.” The team will consist of eight lawyers designated by the Federal Attorney General’s Office (PGF) and CGU.

In response to the scandal, INSS President Alessandro Stefanutto ,. He had been the target of search and seizure warrants this morning. The AGU also reported that it determined the dismissal of the Attorney General of the INSS, Virgílio Antônio Ribeiro de Oliveira Filho, and the removal of the directors of the municipality.
In a statement, the AGU stressed that the acts investigated severely violated the principles of public administration and the rights of social security beneficiaries. The group will act both to nullify the irregular agreements and to repair the collective damage caused to the treasury and the affected population.

The fraud affects one of the most vulnerable audiences of the social security system – retirees and pensioners – and rekindled criticism of the fragility of control mechanisms on INSS agreements with external entities.
In addition to legal and administrative measures, the federal government also announced that they allowed the discount of union tuition directly in the benefits. The measure aims to rearrange the concession system and prevent new abuse.
