Lula defends state autonomy at PEC Security – 23/04/2025 – Brasilia Today

The president () defended on Wednesday (23) the autonomy of the states during a ceremony for the delivery of the Planalto.

The symbolic delivery of the PEC was made this Wednesday with the presence of the Minister of Justice, author of the proposal, the Minister of Institutional Relations, and the presidents of the Chamber, Hugo Motta (Republicans-PB) and Davi Alcolumbre (União Brasil-AP).

Lula also said that organized crime became a “true multinational of producing illicit and practicing violence” and that the government “finally” assumed the responsibility of making itself totally available to states to take care of the security of the Brazilian people.

“What we are going to do is make us available with intelligence, money, resources and our political will to see if we can soften the fright that people go through everyday assault on an electrical device in the house or by the cell phone. We will try to show that we will penalize all those who interfere with the tranquility of the Brazilian population,” he said.

Union attorney General Jorge Mesiah and Government leaders in Congress, Randolfe Rodrigues (PT-AP), Jaques Wagner (PT-BA) and José Guimarães (PT-CE), also attended the meeting.

In his speech, Hugo Motta stressed that the theme will be priority of the House and that even discussed the attention that the proposal must have with the president of the CCJ (Constitution and Justice Commission) of the House, Deputy Paulo Azi (União Brasil-BA).

It had also been defined, together with the leaders and Minister Lewandowski, the creation of a permanent working group to discuss public security issues. The proposal is that, in addition to the PEC, other initiatives can be analyzed, with the objective of building broader and more effective solutions to address the problem.

The proposal establishes guidelines to be followed by the country’s security forces and reinforces the role of the federal government in the coordination of actions that must be observed by bodies and institutions. The objective is to promote greater articulation and uniformity in crime coping strategies.

Despite providing minimum rules for the states, Lewandowski has already been stating that the federal administration will not interfere with the autonomy of local governments in relation to the police.
