Of the 11 organizations investigated by undue discounts on pensions, 10 closed agreement before 2023
The Ministry of Social Security said on Friday (25.ab.2025) that 10 of the 11 organizations investigated by undue discounts on retirement and pensions celebrated with the (National Institute of Social Security) ACT (technical cooperation agreements) before 2023.
In practice, most were before the new term of (PT).
Here is the list of entities investigated by CGU (Comptroller General of the Union) and the year of signing the agreement:

- 2014 – SindnapiNational Union of Retirees, Pensioners and Elderly of Força Sindical;
- 2017– AmbecMutualist Retirement Association for collective benefits;
- 2017 – ConaferNational Confederation of Family Farmers and Rural Family Entrepreneurs of Brazil;
- 2021 – AAPBAssociation of Retirees and Pensioners of Brazil;
- 2022 – Aapps UniverseUniverse Association of Retirees and Pensioners of the General Social Security Regimes;
- 2022 – ABCB/AMAR BRASILBenefits Club;
- 2022 – APDAP PREVAssociation of Protection and Defense of Retirees and Pensioners Rights;
- 2022 – caapINSS Retirement and Pensioner Assistance Box;
- 2022 – UnaspubNational Union of Assistance to Public Servants;
- 2023 – AapenNational Retirees and Pensioners Association, previously called ABSP (Brazilian Association of Public Servants).
“Of the 11 entities investigated by CGU, only one had agreement signed in 2023. The others are from 1994, 2014, 2017 (2), 2021 and 2022 (5). As it is possible to observe, these discounts were occurring in previous governments. In the current management, immediate actions were taken.”declared social security in a note ( – PDF – 258 kb).
RETURN OF VALUES
The Ministry of Social Security stated that unauthorized discounts on the April paycheck will be returned in the next payroll and pensioners payroll in May. The agency also said that the other monthly fees were “Discontinued”.
“It is important to highlight that all technical cooperation agreements (ACT) with entities and associations in force have also been suspended,” He added.
Social Security also says that a group of AGU (General Advocacy of the Union) will evaluate the return of discounts of associations not recognized by the beneficiaries of the INSS.
