Party leader, Sostenes Cavalcante (RJ) expects the definition of project rapporteur by Motta to make changes in the text
The leader of the PL (Liberal Party) in the House of Representatives, (RJ), said on Thursday (24.br.2025) that must change the PL (bill) of Amnesty () so that the proposal benefits only those who committed the crime of depredation of public assets and is restricted to the date of January 8. The current text forgives all those who have participated in demonstrations anywhere in the national territory of 30 October 2022 to the day of entry into force of the law, if approved.
Now, Sostenes awaits the choice of the project rapporteur to present the final text to the head of the analysis. This is because the proposition rapporteur has the power to change what is written and thus change the initial goal.
The president of Casa Baixa, (Republicans-PB), will be responsible for designating the rapporteur. The PL argues that it is (Union Brazil), which analyzed the amnesty at the CCJ (Commission of Constitution and Justice).
The government of the president (PT), however, fears that Valadares be aligned with the wishes of the former president’s party (PL).
Despite admitting changes in the text with a possible rapporteur, Sostenes said he does not give up the vote on an urgent basis. A new decision on the subject will be made at the next meeting of leaders, not yet defined.
Opposition announces obstruction
Opposition leaders (PL-RS) and PL have announced that they will obstruct the House because Motta and party leaders have decided that the urgent (which accelerates the processing) of the amnesty project next week.
Obstruction is a series of actions by deputies that can wage the progress of guidelines in the legislature. This is through the absence of people in the Commission, sending requirements and prolonged lines that make the continuation of work in the house unfeasible.
However, there will be exceptions. Sostenes told reporters that the group will not obstruct the CCJ because of an agreement made with Motta and center parties, so as not to disturb the deputy’s cassation (PSOL-RJ).
The decision was also made because the collegiate votes next week to suspend criminal proceedings against the deputy (PL-RJ) in the Supreme Court.
“We will allow this matter to be treated while the session lasts, because it was a PL agreement with downtown parties. And we will need them for amnesty”said Sostenes to journalists, shortly after the meeting of leaders on Thursday (24.abr).
