Ukraine, open to negotiate on the territories conquered by Russia

Europe and Ukraine officials rejected part of the proposals shared by the United States on How to carry out the end of the war in Ukraine and they proposed some counterpropueds instead, as the agency has transferred Reutersthat has had access to the complete texts of all negotiating parties.

Las main differences Between both texts (one proposed by the US and one by Europe and Ukraine) are those related to the territory, the sanctions to Russia, the security guarantees and the size of the Ukraine army.

US proposal

The American proposal was presented to European officials by the special envoy Steve Witkoff during the Paris conversations of April 17. In it, it is stated that the high fire must be permanent and that both parties must participate in the negotiations to guarantee security. In addition, to guarantee security in Ukraine, the US proposes that the country not try to enter NATO, although it can continue with the process to enter the EU.

Regarding the territory, one of the main points of the negotiations and more arduous dialogue, the proposal grants the recognition of Russian control over Crimea, illegally annexed in 2014. It will also give de facto recognition of the Russian control of Lugansk, Zaporiyia, Donetsk and Jersón.

On the contrary, Ukraine would recover control of the bucket of Járkov, of the Kinburn Peninsula, the Zaporiyia nuclear energy plant through an administration led by the US, as well as the Kajovka dam.

Ukraine and Europe proposal

Meanwhile, the second text, which emerged a week after meetings between Ukrainian and European officials in London, has been delivered to the US part. Points to a commitment to a high unconditional fire, that is monitored by the US and supported by third countries. Also that Russia must return to all children deported and displaced illegally, as well as an exchange of all prisoners of war and civilians.

Regarding the security guarantees, The proposal defends that there is no restriction for the Ukraine Defense Forces, that the Zelenski country has an agreement similar to article 5 of NATO and that the guarantor states are non -European European and volunteer countries, without restrictions on troops from friendly countries in the territory.
