The agreement to isolate the PL was necessary after the party was sufficiently supported to submit the urgent request, with the signing of 264 deputies – half of them, to the Lula Government (PT).
This application, if approved, allows a proposal to be voted directly in the plenary, without having to go through the thematic commissions of the House. In October last year, the intention to install a special committee to analyze the project, which did not happen.
Motta coordinated the meeting of leaders to decide what will be voted on in the coming weeks. The meeting was the longest so far of his management and lasted three hours. The PL, which has 92 deputies, and the new, who has five, were isolated in the defense that the request goes to the agenda immediately.
The other parties argued that it is necessary to mature the text and adjust it to avoid unrestricted amnesty, as they do not agree with the forgiveness to those who depreciated the public assets or to those who funded the attacks on the headquarters of the three powers.
After the meeting, the mayor stated that the postponement does not mean that the bill is buried. “No one here is agreeing with exaggerated penalties that some people have received. No leader is in favor of any injustice,” he said.
The opposition has stated that it will obstruct the commissions and plenary as a reaction. That is, it will submit requirements and use regimental devices to make it difficult to discuss other matters. The action, however, is considered not effective, as the group represents less than 20% of the house.
Opposition leader in the House, Deputy Luciano Zucco (PL-RS) defended mobilization about parliamentarians so that the project goes to the agenda. “This decision was imputed to leaders who are against their benches. Most deputies are in favor of approving the amnesty,” he said.
Bolsonaro’s PL has been pressuring Motta for two months to put the project by voting in the plenary, but he has resisted to avoid conflicts with the (Supreme Court) and participated in building an alternative capable of softening punishments without opening the door for a full amnesty.
The mayor had already suggested that, leaner, to modulate the penalties considered exaggerated to those convicted by January 8, but maintain the punishment for those who depreciated or destroyed public assets, for example.
A new version of the proposal, in Motta’s view, would be more likely to approve than a broad and unrestricted amnesty, which has no support in the House. Bolsonaro would have agreed to make adjustments, but so far there has not been a new filed version.
While awaiting the text, Motta and his allies expect the Supreme to advance internal discussions about the application of minor penalties to the attacks or accelerate the granting of house arrest to those who can already make this progress in the prison regime, which could reduce the pressure for the broad amnesty to be voted.
The current version of the Amnesty Proposal is an opinion prepared by Deputy Rodrigo Valadares (União Brasil-SE), ally of Bolsonaro, at the CCJ (Constitution and Justice Commission).
