Former Minister of Temer is chosen Rapporteur of Security PEC – 28/04/2025 – Brasilia Today

Deputy Mendonça Filho (Brazil-PE Union), former Minister of Education in the Michel Temer government, was appointed Rapporteur of the Security PEC at the CCJ (Constitution and Justice Commission).

The proposal was symbolically delivered on Wednesday (23) to the mayor, Hugo Motta (Republicans-PB), and the president of the Senate, David Alcolumbre (Brazil-AP Union), during ceremony at the Planalto Palace, by President Lula (PT).

The event was also attended by the Minister of Justice, author of the proposal, and the Minister of Institutional Relations ,.

At the time, the president () defended the autonomy of states, a point that has been criticized by some opposition governors.

In his speech, Hugo Motta stressed that the theme will be priority of the House and that even discussed the attention that the proposal must have with the president of the CCJ (Constitution and Justice Commission) of the House, Deputy Paulo Azi (União Brasil-BA).

It had also been defined, together with the leaders and Minister Lewandowski, the creation of a permanent working group to discuss public security issues. The proposal is that, in addition to the PEC, other initiatives can be analyzed, with the objective of building broader and more effective solutions to address the problem.

The name was well received by members of the Ministry of Justice, who consider Mendonça Filho a parliamentarian with whom the government can dialogue. He has a good relationship with Minister Lewandowski and is seen as serious and responsible, although he has disagreements with the government on this issue of public security.

Members of the portfolio reported that the minister and deputy talked by telephone late on Monday (28) and agreed to hold a meeting, with no definite date.

Deputy Mendonça Filho told Sheet that its role in the CCJ is to evaluate the aspects of legality, admissibility and constitutionality of the proposal. To this end, before presenting his opinion – which has no deadline yet – he intends to hear Minister Ricardo Lewandowski, governors of the five regions of the country and party leaders.

“I was appointed rapporteur by Deputy Paulo Azi, president of the CCJ, and this is today one of the most relevant agenda for society. The population is saturated with the current climate of insecurity. PEC, however, should not be seen as a magical solution to such a complex problem. I have a broad and consistent view of public safety, because I was governor of Pernambuco and I know how safety is done on the tip.”
