Carlos Lupi (Social Security) defends arrest to civil servants involved in the schemes presented

Lupi, in part, sought to justify the delay in what he argued to be a low number of civil servants in the INSS.

INSS Audit
The audit dates from September 2024. It was an analysis of complaints regarding associative discounts on the social security benefit payroll.

The report said there was the implementation of associative discounts without the proper authorization of the benefit holder. In practice, retirees and pensioners have transferred resources to associative entities without the permission of the holders themselves. The documentation that proved the affiliation and its consent of the insured was not presented with the discount on the discount 54.56% of the sample analyzed.
The audit was to evaluate the regularity of the measures adopted by the INSS regarding the ACT (technical cooperation agreements) with associative entities and unions to carry out discounts on the payroll of the INSS.
The reason for the investigation is the “Significant increase in financial transfers to these entities, from discounts on payments made by the INSS.”
The INSS report said a “high financial materiality of the work process”. The transfers of associative discounts were from R $ 3.07 billion from January 2023 to May 2024. According to the INSS, there was a significant amount of beneficiaries who made financial transfer to the entities in the period: 7.69 million Brazilians.
Operation without discount
According to the Federal Police, unions and associations carried out an ACT (technical cooperation agreement) with the INSS to offer benefits to associated retirees.
Services included:
- Legal aid;
- discount on the health plan;
- Funeral aid.
The agreement allowed the entities to perform a discount of “Associative monthly fees” directly on the payroll of beneficiaries.
Such entities registered retirees without authorization, using fake documents and signatures. Investigations point out that these companies had no structure to maintain the services offered.
With this, he falsified signatures to associate the pensioner with entities and perform automatic discounts on the payroll of the beneficiaries.
The controllership also identified that 70% of the 29 entities analyzed did not deliver the full documentation to the INSS.
