The (National Institute of Social Security) published on Tuesday (29.ab.2025) the norm that suspends all agreements involving direct discounts of monthly fees of retirement and pensions associations.
Official not (Official Gazette of the Union), the measure was announced by the government last week, when an operation of the PF (Federal Police), in partnership with the (Comptroller General of the Union), revealed one in payrolls of beneficiaries.
According to the order, the suspension is worth “until further reevaluation of its regularity and compliance with current rules, as well as any transfers to the entities participating in the adjustments”Read the document at (PDF – 191 kb).
The decision was signed by the interim president of the INSS, Debora Aparecida Andrade Floriano, who assumed the position of Alessandro Stefanutto, removed at the request of the president (PT).
The minister of, Carlos Lupi, participated on the 3rd (29.abr) of hearing of the Social Security Commission to deal with the case. At the time, Lupi stated that the relationship between retired associations and their beneficiaries.

According to the documents available on the board’s website, the first time the theme came at a meeting was on June 12, 2023, but the item was only included in the agenda of the meeting of April 24, 2024.
Operation without discount
How the scheme worked
According to the PF, the scheme involved class entities that made discounts without authorization in the benefits of retirees and pensioners. The amounts were charged as associative monthly fees, but there was no effective provision of services.
CGU audit pointed out that 70% of the 29 entities analyzed did not deliver the documentation required by the INSS. In CGU interviews with 1,300 beneficiaries, most stated that they had not authorized any discount.
The investigation identified failures in verifying the authorization of beneficiaries and evidence of falsification of documents. The entities signed agreements with the INSS that allowed discounts, but many were applied without consent of the policyholders.
When investigations began
In 2023, by noticing a significant increase in the number of agreed entities and the discounted values of beneficiaries, the CGU began the findings.
Audits were conducted at 29 entities with cooperation agreements and interviews with 1,300 retirees who had payroll discounts.
The crimes investigated include:
- active and passive corruption;
- criminal organization;
- money laundering;
- Document forgery;
- Functional confidentiality violation.
The PF said it had seized luxury cars, cash, jewelry and works of art.
Who was removed
The minister of, Ricardo Lewandowski, reported on April 23 the names of 5 staff away. They are:
- Alessandro Stefanutto – INSS President;
- Virgílio Ribeiro de Oliveira Filho -INSS Attorney General;
- Vanderlei Barbosa dos Santos – Director of Benefits and Relationship;
- Young gathers faise spiecker – Service Support Coordinator;
- JUCIMAR FONSECA DA SILVA – Coordinator of Payments and Benefits.
A federal police officer whose identity was not disclosed was also removed.
What is the guidance for the beneficiaries?
Exclusion is automatic and can be performed without the need to attend in person.
