Former Minister quoted by the PF on INSS advised deputies – 30/04/2025 – Panel

Former Labor and Social Security Minister José Carlos Oliveira, mentioned in the report of, worked, in the last two years, as advisor to federal deputies Marcio Alvino (PL-SP) and (SP), who chairs the MDB.

Oliveira was, when he assumed as Minister of Labor and Social Security in the government of Jair Bolsonaro (PL). Last year, he played a councilman for the PSD in the city of São Paulo, but was not elected.

The former minister is a former partner of Fayard Organization and Services Empresarial Ltda and partner, along with José Laudenor, from Yamada and Hatheyer Administrative Services ,.

Laudenor is mentioned by the PF in a suspicious operation with Cicero Marcelino de Souza Santos, “which would be a significant element in the criminal structure and that, besides receiving expressive values, would have traded with other suspicious individuals.”

“Advancing, analyzing the financial trail of the above individuals, it was observed that, in addition to the relations between Cicero Marcelino and José Laudenor, the latter also transacted with Ahmed Mohamad, having received R $ 25,650.00 between 01/01/2023 and 31/01/2023 and sent R $ 5,412.10 between 25/10/2021 and 20/10/2022, without apparent justification “.

“It is worth reinforcing, once again, that José Laudenor maintained financial ties with Cícero Marcelino (who, in turn, operated with Carlos Roberto Ferreira Lopes-President of Confer) and also with Ahmed Mohamad, former president of the INSS and former Minister of Labor and Welfare,” he continues.

“To what was demonstrated, such transactions suggested the use of accounts to move third party resources and/or unlavoded activities, characterizing possible signs of scam/fractionation and money laundering.”

According to Alvino’s office, although historically linked to the PL, Oliveira chose to join the PSD – he tried to elect Sao Paulo in 2024. “Faced with party change, and in common agreement with the deputy, his dismissal was carried out cordially, with full understanding and respect for Mr. Oliveira’s personal decisions and projects,” he says.

In the office, Oliveira served as regional political advisor, performing functions to support the parliamentary’s legislative, communicational and institutional activities, with emphasis on community representation.

The former minister, in turn, claims not to be “quoted as investigated nor was the target of the operation without a discount.” “Its name appears secondary, from an analysis of financial movements attributed to third parties,” he said in a statement.

Oliveira states that the reference to financial transactions involving its name stems from the analysis of the PF on movements of members of Conafer (National Confederation of Family Farmers and Rural Family Entrepreneurs). “However, it is essential to highlight that Oliveira does not have any financial relationship with those investigated, nor with this entity,” he adds.

In addition, it states that amounts eventually transferred to the former minister and his daughter have no bond with Conofer activities or the facts investigated with regard to the INSS.

About the work performed for the deputies as an advisor, Oliveira says that always “was marked by professionalism and focusing on the parliamentarians’ guidelines, with emphasis on community representation and the mission of fostering the interlocution between the population and the offices.”
