PF and CGU report shows scheme of discounts not authorized in vulnerable group retirement

The (Comptroller General of the Union) identified that unauthorized discounts of retirement and pensions of the INSS (National Institute of Social Security) have reached people in socially vulnerable situations. The list includes residents of rural areas, people with disabilities, serious, indigenous and illiterate diseases.

CGU auditors conducted interviews with beneficiaries or their representatives in various regions of the interior of the country to map the extent of irregularities. THE Poder360 had access to the inquiry of (Federal Police).

According to the report, elderly who live in the countryside and with difficulty access to the internet and locomotion were the “Target audience” of fraud.

“The very fragility inherent in the profile of the beneficiaries, mostly formed by the elderly, with greater difficulty in access to digital channels, associated with the deficiency of the INSS control instruments, make these beneficiaries susceptible to the performance of third parties acting to obtain, without clarification to the beneficiaries, the documentation related to membership and authorization for the associative discount.”says an excerpt from the report.

In 21 entities analyzed by the CGU, all respondents said they did not authorize the discount of associative tuition. In 7 other associations, the percentage of those who denied ranged from 71% to 99%.

Confer (National Confederation of Family Farmers and Rural Family Entrepreneurs of Brazil) was one of the analyzed entities. The association even presented 15 authorizations.

Of these authorizations, 14 report that INSS beneficiaries who had a discount are linked to unions or associations that are in municipalities other than those who live. The distance ranged from 34 km to 957 km.

This situation suspects that such bindings are fictitious, given that it would be unlikely that retirees/pensioners, all elderly over 60, would move to another unit of the Federation to associate with a distant union, including the difficulty of having the assistance of these entities when they needed, ”says an excerpt.

The federal authorities found that the coup has mainly reached beneficiaries with difficulties to access social security posts. Discounts were applied to retirement and death pensions, contrary to the rules established by the INSS.

The survey conducted by CGU with 1,273 beneficiaries showed that 1,242 people, the equivalent of 97.6% of respondents, said they did not authorize discounts on their benefits. In addition, 1,221 beneficiaries (or 95.9% of the total) said they did not participate in any association.

“There were also reports of respondents who responded on behalf of the holders of the benefits of the impossibility of signed terms of authorization and affiliation forms, considering Being people with disabilities who prevent them from this manifestation of will, as well as unable to move from severe, indigenous illness that resides in village and cannot read or write, or residents abroad and who had no contact with associations when they were in Brazil ”says the document.
