The legislation allocates R $ 15 billion for cultural promotion and extends tax incentives for movie theaters by 2029
The President (PT) sanctioned in the extra edition of the Official Gazette of Friday (2.MAI.2025) the bill that makes the permanent. The measure allocates R $ 15 billion to states and municipalities to foster local cultures.
The amount, which would previously be $ 3 billion per year by 2027, can now be passed on over a longer period, with funding annually in budget laws.
“Aldir Blanc National Policy is essential to ensure that culture is permanently fostered in our country. It emerges as a support for its growth and the maintenance of cultural producers, making culture a great victory for Brazil ”, Said the Minister of Culture, Margareth Menezes.
The new text also flexes the execution criteria required for municipalities and states to receive new transfers. Municipalities with less than 500 thousand inhabitants will need to prove the execution of at least 50% of previous resources. The larger municipalities, the states and the Federal District are required to execute 60% of funds to be able to new transfers.

The new legislation also incorporated the, which extends until December 31, 2029 the deadline for the use of the tax benefits of Reine (special taxation regime for the development of film display activity). The MP, which would previously end in 2025, benefits the modernization and implementation of movie theaters, especially in smaller and interior cities, with exemptions from federal taxes.
