Text published in March 2023 centralizes decisions on exonerations and appointments in the holder of the Ministry of Social Security
A ordinance signed by Carlos Lupi in March 2023 centralized the responsibility of decisions about the INSS (National Institute of Social Security) and other entities linked to the Ministry of Social Security, such as exonerations and appointments of holders and substitutes, in the minister’s head of the body. This is the Ordinance (PDF – 182 KB).
“The Chief of Staff of the Ministry of Social Security is delegated to perform acts of appointment and dismissal of the holders and eventual substitutes for the positions in the group’s direction and higher levels 1 and 2, of the level 7 and inferior commissioned commissioned positions and the designation and dismissal of level 7 and inferior executive functions, including the entities linked to the Ministry of Social, being of the Social Security itself Minister of State The competence for appointment, dismissal, designation and exemption from higher level positions and functions”Says the text.
The ordinance indicates that the summit of the institute was chosen by the former Minister of Social Security. Due to the operation without discount, triggered by the Federal Police, 6 people were removed from their duties. Among them, the then president of the INSS, Alessandro Stefanutto.
This is the list of people who were removed:
- Alessandro Stefanutto – President (who later resigned);
- Virgílio Ribeiro de Oliveira Filho -INSS Attorney General;
- Vanderlei Barbosa dos Santos – Director of benefits with the citizen;
- Young gathers faise spiecker -General Coordinator of customer service support;
- JUCIMAR FONSECA DA SILVA -General Coordinator of Payments and Benefits;
- federal police – Identity was not disclosed.
The measure takes the autonomy of the Institute’s president to make changes in the municipality’s summit. Such freedom to promote changes had been guaranteed by the President (PT) to Gilberto Waller Júnior ,.
“I have been within 1 day inside the INSS and I am following the determination of the President of the Republic, which is the INSS, to remove any corruption sin, so that the insured actually has confidence in the INSS”, Said Waller Júnior, in an interview with GloboNews.
Operation without discount
The PF launched on April 23 to investigate an INDURED DISCOUNTS DISCOUNTS AND INSS pensions. The operation fulfilled 211 search and seizure court orders and 6 temporary arrest warrants in the Federal District and 13 states.
According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly payments applied to social security benefits, especially retirement and pensions, granted by the INSS.
The government reported that by 2023 the CGU began a series of findings on the increase in the number of entities and discounted values of retirees. From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. There were also interviews with 1,300 retirees who had discounts on the payroll.
According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts. The controllership also identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS.
