Block discusses space regulation to avoid conflict, ensure equal access and reduce risks

BRICS is seeking to coordinate the efforts of its space agencies to propose the regulation of terrestrial orbit activities, according to the international advisor of (National Telecommunications Agency) Ronaldo Moura. He says countries seek a “Fair Occupation” and that the urgency of treating the matter only increased.

“Low orbits are being rapidly occupied by satellites that use new technologies, it is less costly for users, but creates conflict. Everyone needs equal rights to use.”

The Low Earth orbit, or Leo (from English Low Earth Orbit), It is the space of space between around 160 to 2,000 kilometers above the earth’s surface, where most of the observation of the earth, telecommunications and the internet operate. This orbital range allows communication to be faster and reduce launch and operation costs.

However, its intensive use has generated global concerns, such as the risk of satellite collisions, increased spatial waste and the need to ensure equitable access between countries – thes that now come into the focus of BRICS discussions.

There is no single international regulatory regime that govern all activities in Leo. Coordination between the spatial agencies of the BRICS member countries can lead to joint proposals and positions in international discussions on regulatory regulation.

Moura says that Brazil has always been “hero” in the debate on spatial sustainability. He states that the working group discusses concern with spatial waste and scarce resource management, especially the equitable access of all countries. “We can also spend all the resources, ”he says.

According to the advisor, a statement of the working group on the subject will reflect the alignment of countries and help in the course of discussions in the next 10 years.

Bloc member countries have until May 20 to send notes and suggestions for the declaration.

Brazil assumed the presidency of BRICS from January 1 until December 31, 2025. According to the coordinator general of Brazilian presidency Paula Barboza, the 2 axes of the country’s performance, throughout 2025, are the reform of global governance and cooperation between global southern countries.

The Bloc heads of the bloc for graduated by Brazil, Russia, India, China and South Africa (South Africa) will be in July 2025 in the city of Rio de Janeiro. The decision was made official by Foreign Minister Mauro Vieira on February 15.
