Federal deputies of São Paulo left and right are joining to oppose the PLP (bill), which redistributes the number of representatives by states. The rapporteur of the bill, deputy (União Brasil-PB), must change the text to expand the total of congressmen from the current 513 to 527-which is defended by the president of Casa Baixa, Hugo (Republicans-PB).

Congressmen from São Paulo say they are against the idea because of the increase in spending and the text does not meet the proportionality criteria of number of deputies by number inhabitants by states.

With the proposal, the number of chairs for São Paulo would go from 70 to 111. This, however, is unconstitutional. The maximum of representatives that each state can have is 70 and the minimum, 8. See below which states would lose deputies and which ones would win:

The right-wing deputy (PL-SP) states that his federative unit should have more representatives in the House because proportionality is not being respected.

“Proportionality is still attacked. Today the State of São Paulo is responsible for 20% of the population of Brazil, but has 10% of the representation here in the House. We pay the bill and have to be quiet. We have no power to bring our decisions to the plenary. São Paulo has 70 deputies, but should have, by proportionality, 140. We are half of what we should be.declared during a plenary session on Monday (5.MAI.2025).

The deputy (PSB-SP), from the left, is also against the proposal defended by President Hugo Motta. She cites the increase in spending as a problem of the idea.

Per month, it costs R $ 273,633.03. The increase of 14 deputies in Congress would cost R $ 46.2 million to the public coffers, according to a survey of the Millenium Institute. This is equivalent to 2.74% of the cost of the low house.

To the Poder360Damião said the House command does a study to verify how to contain home expenses to compensate for the impact of the increase in the number of deputies. This value is still calculated by the rapporteur.

The proposed change complies with the STF made in August 2023 so that the National Congress edits the complementary law that establishes the distribution of the number of federal deputies in relation to the population of each Brazilian state.

The urgency of the project was expected to be voted in the plenary of the Chamber on Monday (5.MAI), but the opposition of the text was able to make it postponed. Congressmen must meet again this Thursday (6.MAI) in the plenary to try to vote the application.
