Report of Damião Feliciano (União Brasil-PB) made political calculation and disregarded direct proportion to the 2022 census, as determined by the STF
The report of (Brazil-PB Union) establishes an increase of 18 deputies in the House. Thus, the house would go from 513 to 531 congressmen. Initially, it would be for 527 vacancies from 2026. Here’s the opinion (PDF – 194 KB).
Feliciano is the rapporteur of the PLP (Complementary Bill), the deputy (União Brasil-RJ). According to the initial text, the house now has 513 deputies no longer as a fixed number, but as a minimum number, with the possibility of automatic increase every 4 years, according to censuses.
The Constitution, however, establishes that 513 is the maximum number of congressmen and updates according to the population must be done by redistribution of state benches.
Dani Cunha’s project was proceeding again because the Supreme Court (STF) that the House must edit law to redistribute the vacancies of deputies to fit the 2022 census. In the scenario established by the Court, 7 states would gain chairs and another 7 would lose.
However, since it became mayor, (Republicans-PB) has said that it has no interest in reducing benches. The solution found was only to increase state benches of states that had population growth.
According to the census, the number of deputies would go from 513 to 527. However, the rapporteur changed the text of Dani Cunha so that the increase is of 18 congressmen.

Damião said in the report that the increase of 14 chairs would maintain “Disproportion”. According to him, “States with a population larger than another would remain with less representation. It would be the case of Paraná compared to Rio Grande do Sul, Mato Grosso and Rio Grande do Norte compared to Piauí”.
To resolve, the rapporteur proposed that Paraná receives one more chair, Mato Grosso plus one and Rio Grande do Sul, two more. “Therefore, 4 additional chairs would be, totaling 531 federal deputies from the legislature following the 2026 ″ electionssaid Feliciano.
