The São Paulo City Council will install two new CPIs (parliamentary commissions of inquiry) to investigate the scanning of iris and the pancadões in the state capital. The announcement was made by the president of the house, (Union), on Wednesday (7.mai.2025), after deliberation with other councilors.

The commissions will be officially installed today, with the indication of the members by the parties.

The creation of the two CPIs came after the agreement between the mayor and the parliamentarians. If the parties do not indicate members within the established deadline, Teixeira may designate the names to start the work immediately.

These same commissions had been announced in April 2025, but were not implemented because the parties did not indicate their representatives within the regimental period, which made it impossible to begin investigations.

The committees will have an initial duration of 120 days, with the possibility of extension for an equal period, as established by the rules of the City Council.

The requirements for the creation of the CPIs came from councilors of the Allied base. The investigation into iris scanning was proposed by Councilwoman Janaína Paschoal (PP), while the CPI of the branches was requested by Councilman Rubinho Nunes (Union).

The commission that will investigate the scan of iris targets the company TFH (Tools for Humanity), which offered financial compensation in exchange for scanning citizens’ iris. The practice was prohibited in March this year, after questions about the lack of transparency regarding the use of collected biometric data. In Brazil, the application for “Sale of iris” It was used by 400 thousand people.

The CPI of the pancadões will seek to investigate possible omissions of public agencies in the supervision of clandestine parties that disturb the public quiet in São Paulo.

In addition to these two commissions, there are 2 other requests for CPIs that depend on court decision to be installed: one on floods in the Pantanal Garden, requested by the councilman (PT), and another about social housing fraud, proposed by. The chamber regiment allows the simultaneous operation of up to 5 commissions.

The investigation on social housing was motivated by the discovery of real estate built with municipal incentives, intended for the low -income population, being marketed for values ​​over R $ 1 million, incompatible with the social purpose of the enterprises.
