Judgment of June 2024 allows you to exchange biometrics and electronic signature for simple documents in the validation of discounts in the INSS

The Minister of the Federal Court of Auditors Aroldo Cedraz authorized that the revalidation of associative discounts in the benefits of retirees and pensioners be done without the requirement of biometrics or electronic signature – considered safer to confirm the authorization of the beneficiaries.

The measure was included by CEDRAZ in a judgment approved in June 2024, defaulting the technical area of ​​the Court of Auditors. The decision allows the presentation of simpler documents: proof of affiliation, discount authorization term and identification document. All of these documents can be sent electronically by the associations themselves.

Revalidation aims to identify and correct improper discounts on retirees and pensioners payments. The entities involved are contrary to the mandatory check made by the INSS (National Institute of Social Security) and act in Congress to try to overthrow the legal requirement. In the technical opinion, TCU auditors proposed that the most flexible procedure was applied to new affiliations, with a deadline for implementation of biometrics. Cedraz, however, decided to extend the simplified model also to existing discounts.

According to the minister, the change would be necessary to correct previous irregularities. “If the technical unit proposal simply adopted, there would be the risk of maintaining improper discounts that were already inserted.”he said. Operation “No Discount”

The PF (Federal Police) launched on April 23, 2025 the operation without a discount to investigate an improper discount scheme in retirement and pensions of the INSS (National Institute of Social Security). The operation fulfilled 211 search and seizure court orders and 6 temporary arrest warrants in the Federal District and 13 states.

According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly payments applied to social security benefits, especially retirement and pensions, granted by the INSS.

The government reported that by 2023 the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values ​​of retirees. From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. There were also interviews with 1,300 retirees who had payroll discounts.

According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts. The controllership also identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS.
