Alesp (DE) approved on Wednesday (7) the creation of new positions, salary increase and cash bonuses for retirement of the TCE-SP (Court of Auditors of São Paulo).
The three projects are from the president of the ECA, Antonio Roque Citadini. They took less than 40 days to approve – they were presented on April 3.
On Tuesday (6), the proposals went into urgent regime and passed three commissions at once to go to the plenary. They were accelerated after 33 deputies filed an urgent request.
The project establishes the encouraged retirement program and aims to stimulate the voluntary retirement of the court’s effective employees. The program would guarantee six times the monthly gross compensation to those who want to join.
With indemnity nature, the incentive does not enter the account of the gains linked to retirement, according to the proposal. With this, the money would be paid outside the constitutional ceiling and without the collection of social security or assistance contribution.
Servers under 20 years of career or 12 months to retire will not be contemplated. Nor are servants who have been administratively convicted of disciplinary or judicially in criminal proceedings or misconduct.
Another project creates new positions and increases career remuneration in the court. Five new commissioned vacancies will be created, two of them from Division Technical Director and three of the Cabinet Technical Advisor.
The third project foresees the creation of 50 effective positions of External Control Auditor and a position of estimation for next year, the impact of this measure is R $ 3.6 million. In addition, the technical-legal advisory will be called the Specialized Procedural Instruction Department.
The TCE-SP personnel budget for 2025 is $ 1 billion. In 2026, it will be $ 100 million higher, reaching R $ 1.1 billion.
