The bill faces resistance in, but (-AP) promised to work to approve the text received from the neighboring house, according to parliamentarians.

According to a report to party leaders by the mayor (-PB), the Senate President assured that he would not counteract a decision by deputies on a theme that directly affects them.

The increase in the number of deputies from 513 to 531 will result in an additional expense of R $ 64.6 million per year on salaries, parliamentary quota and cabinet money, according to the consultancy of the house. Each legislature, therefore, will be another R $ 258.4 million with this new expense alone.

Rapporteur of the bill, Deputy Damião Feliciano (União Brasil-PB), said that the additional expense will be absorbed by the current budget of the House, without demanding new transfers of the government. There will be, however, one, with the creation of 30 new vacancies of state deputies.

The proposal was poorly received by some senators. “I have been fighting since 2013 to do justice and that Amazonas have two more federal deputies, as it is right to him, but the way they found it ashamed of us all,” said PSDB leader in the Senate, Plínio Valério (AM).

The project aims to adapt the proportion of strength in the House between states according to the most up -to -date data of the 2022 census, and meets a determination of the Supreme Court (STF) to make this until June 30. Otherwise, the redistribution would be done by the (Superior Electoral Court).

Instead of redistributing the 513 existing vacancies, which would result in loss of seats for states such as Rio de Janeiro, Alagoas and Paraíba de Motta, the project increases the total number of federal deputies so that no state loses chairs.

Senator Paulo Paim (PT-RS), whose state would lose two chairs, said he talked to other senators on Wednesday and everyone positioned themselves against the idea. “This is legislating in their own case, an increase in expenses without need. The correct one is adapted within the 513 existing vacancies,” he said.

Already the leader of União Brasil in the Senate, Efraim Filho (PB), said it is in favor, but will still talk to the party bench. “Paraíba would lose two chairs in the House and this is very bad. Losing vacancies means losing political spaces and investments,” he said.

Part of the senators said it was against the bill, but avoided positioning publicly for now, with the exception that it can vote for alcohumbre has made a deal with Motta. The argument is that, despite the wear and tear, it would be bad to interfere with a decision that affects the other house’s budget and that it could wear out the relationship.

Government leader in Congress, the senator (PT-AP) said he saw a climate for approval, just using the argument that this was the decision of the deputies.

“I think here, from what I feel, as far as I realize, we will have a greater debate. As it is a very coming theme from the House, and as it is a choice of the House, I believe there is a correlation of strength for approval,” he said.

The gesture for Motta would also be a retribution for their good relationship since taking office. The mayor helped unlock the installation of mixed committees, composed of deputies and senators, to analyze the MPs (provisional measures), which was a promise of alcohumbre in the election to return to office.

The referral about the project, however, has not yet been debated by alcohubre with the leaders of the parties. Senate president traveled with President Lula (PT) to Russia and China on Tuesday night and will only return at the end of next week. With this, the decision should wait at least two weeks.

Sought through his advisory, Alcolumbre did not respond until the publication of this report.

The support of the Senate President can be decisive. There are, however, contrary senators between states benefited by the increase of vacancies.

In the House, the votes of states that will neither lose nor earn vacancies were decisive. The text was approved by 270 votes, only 13 more than necessary. If everyone on the São Paulo bench had voted against, the project would be defeated, but 14 positioned themselves in favor of pressure from party leaders or to maintain a good relationship with Motta.

Among the representatives of unaffected states were 76 deputies in favor. There was even division. Santa Catarina, who will win four more vacancies in the House, was mostly against: there were 13 votes for rejection and 2 for approval. Already Alagoas and Piauí, who would lose vacancies, were totally in favor of the creation of new chairs.

Already based on the ideological division, parliamentarians linked to the former president () voted mostly against the measure, as well as those on the left. This united, for example, the new directo and the leftist, who voted 100% for the rejection of the proposal.
