Ecological transformation plan will boost GDP by 0.4%

Estimate is in a study by the Secretariat of Economic Development of the Ministry of Finance in partnership with the World Bank

The Deputy Deputy Secretary of the Ministry of Finance, Rafael Dubeux, said on Thursday (8.MAI.2025) that the (Ecological Transformation Plan) of the Ministry of Finance can boost the Brazilian GDP (Gross Domestic Product) by 0.4% per year. The estimate is a study conducted by the agency’s Secretariat of Economic Development in partnership with the World Bank.

The Government of (PT) is promoting a set of initiatives to decarbonize the economy. The objective is to ensure that economic growth “Does not reflect on a new commodity export cycle without value adding, impairing the environment”, declared Dubeux to CNN Brazil.

According to the secretary, the government wants to create a regulatory framework for investments, prioritize and achieve investment in low carbon hydrogen and other sustainable initiatives.

Another goal is a coalition with countries that have already adhered to carbon border adjustment. The mechanism, established in the European Union, determines the payment of a tax by the emission of gas during the production of goods. With this, the importation of products from countries that are not part of the initiative is more expensive.

“We are launching an innovative proposal with other international partners for the COP30 debate [30ª Conferência das Nações Unidas sobre Mudança do Clima]”, said the secretary. “We have been talking to several other countries, in particular with the European Union, bringing elements of social justice.”
