The president of (Supreme Federal Court), Minister Luís Roberto Barroso, approved the agreement that expands the mandatory use of body cameras by military police in São Paulo. The announcement was made by the magistrate at the beginning of the plenary session of this Thursday (8.MAI.2025).
According to the agreement, there will be an additive term in the contract signed between the state of São Paulo and the company Motorola to increase the number of body cameras by 25%, to 15,000 equipment. 80% of the total cameras will also be allocated to fully cover high and medium priority units.
The mandatory use of cameras is valid for regions with available equipment and applies to large operations or which include incursions into communities when they are intended for the restoration of public order. It was also determined the mandatory use of cameras in operations triggered to respond to attacks against military police.
If troops are required, police officers who use body cameras should be prioritized.
Functionality
Among other features to be implemented is automatic drive around body cameras via Bluetooth, approximately 10 meters.
According to the agreement, the state also commits to make technology available to make the camera’s automatic reactivation, during the occurrence, the policeman manually interrupts the recording. In this case, the camera will be reactivated within 1 minute, ensuring that the images are not lost.
As part of the negotiations, the State has also pledged to strengthen training program on the proper use of cameras, as well as to edit, within 60 days, a standard with the guidelines and operating procedures related to the use of devices by the PM. The goal is to ensure its adequacy to the new technological and operational standard of equipment.
The agreement also states that the State Public Prosecution Service should be communicated monthly on all established administrative proceedings.
The minister reported that, from now on, the issue will be accompanied by the 11th Public Finance Court of the State of São Paulo, where a public civil action was already being carried out that gave rise to the SL (injunction) in the Supreme. However, he stressed that in case of non -compliance with the agreement the presidency of the Supreme Court will return to act in the process.
