MPF maps at least 23 investigations into INSS fraud

The Federal Public Prosecution Service (MPF) mapped at least 23 investigations ongoing in regional prosecutors, who investigate the participation of employees of the National Institute of Social Security (INSS) and associations in the scheme of irregular discounts on retirement and pensions.

According to the MPF, there are open surveys in the Federal District, Sao Paulo, Minas Gerais, Sergipe, Ceará, Paraná and Rio Grande do Sul. The operation revealed estimated frauds of R $ 6.3 billion, resulting from illegal discounts made between 2019 and 2024 in favor of investigated entities and associations.

In several cases, the MPF obtained in court the blockade of assets of servers, entities and leaders involved, the suspension of technical cooperation agreements that enabled the irregular discounts and the removal of servers and associative leaders of the respective positions.

Only in one case did MPF obtained a favorable decision to block about $ 4 billion from one of the associations involved. “As more allegations of improper discounts arrive at the prosecutor, involving unreserved entities, new investigations can be established,” he said in a statement.

This Monday (12), representatives of the MPF corruption chamber met with prosecutors from all over the country who are conducting the investigations. The objective is to define joint action strategies throughout Brazil to give more effectiveness and speed to findings, hold those involved and ensure the compensation of victims and public coffers.

“Our goal is to combat corruption and administrative misconduct, based on national strategies with defined steps, so that we can act uniform throughout the national territory, respecting the functional independence of the members,” explained the coordinator of the Deputy Attorney General, Deputy Attorney General of the Republic Alexandre Cienho.

In the criminal sphere, inquiries investigate crimes such as passive corruption, insertion of false data into information system and violation of functional confidentiality, among others.

In addition to interrupting undue discounts (measure already obtained from the judicial suspension of the agreements that made the fraud) and obtain the criminal conviction of those responsible for the billionaire embezzlement, the MPF seeks to ensure that retirees and pensioners receive back the amounts slaughtered from their benefits without authorization.

The strategy, according to the prosecutors, is to ensure compensation through acting in the civil sphere, of faster procedure than criminal proceedings, in view of the vulnerability of the population victim of fraud.
