The Government has confirmed on Tuesday, after the Council of Ministers, which will undertake legal actions against the Autonomous Communities they refuse to collaborate in the relocation of thousands of migrant minors welcomed in the Canary Islands and Ceuta. The first objective will be Aragon, the community that has opposed more resistance. The executive of Jorge Azcón (PP) has not only rejected the cast, which is now mandatory by law, but to dimension its host capacity and calculate the reception quotas that correspond to each territory. As the country advanced, the government had been weighing this route for weeks, but has waited for the favorable opinion of the State Council to take the step. According to government sources, the challenge for “inactivity” aspires that the court forces “immediate collaboration” to unlock the measure that should be initiated in July.

The transfer of migrant minors will be a recurring issue for the high court, because the resources of several communities governed by the PP, although there may be surprises and that socialist communities such as Castilla-La Mancha are added.

After the approval of the when some territory is saturated, the government needed to calculate. There are about 4,400 children and adolescents likely to go to other communities, but the formula to establish quotas had to be defined. It was chosen to consider income, population, unemployment and, in addition, the welcome efforts present and past of each community. Most of the data are public, but to know the maximum number of unaccompanied minors attended by the protection system of each autonomous community, the collaboration of the regional councils was needed. They were given until March 31 to communicate it. They all responded (better or worse) except Aragon.

It was not a surprise. On March 19, the head of the Social Welfare and Family of Aragon, Carmen María Susín, warned: “Aragon will not collaborate in the distribution of minors and we will present an appeal before the Constitutional Court and we will arrive if necessary until the European Union to stop this nonsense.” On May 5 – where the PP communities acted in block against government plans – the Ministry of Youth requested the data to Aragon, together with the warning of this challenge to the Constitutional. There was also no answer.

“Aragon refused to provide that data because we believe that the Government of Spain is breaking the law,” said the autonomic vice president Mar Vaquero, in response to the judicial initiative. Vaquero has accused the government of “delegating immigration policy” in Junts, whose votes were necessary to approve the royal decree imposed by the relocation of minors. “We are not willing to make those decisions a fugitive from justice,” he added. “We believe that the law protects us,” he concluded before the appeal that the community itself filed in the same court.
