ANEEL advances decision that can raise Light’s debt

Director asked for more time for process analysis that deals with boundaries for transfer of non -technical losses on customer electricity bill

The director of (National Electric Energy Agency) Ludimila Lima da Silva asked for a view (more time for analysis) of a process that discusses a request from. The company wants to change the rules that define how much non -technical losses, such as energy theft, can be passed on to the electricity bill of consumers.

The subject was discussed at a meeting this Thursday (13.MAI.2025). Director Ricardo Tili, rapporteur of the process, voted in favor of Light and defended the change in the rules. However, the decision was postponed and has no date to return to the agenda.

Light states that if nothing is done, its debt can grow R $ 5.4 billion, rising from R $ 6.1 billion to R $ 11.5 billion by 2026. The company wants Aneel to review the limits defined in 2022, during the latest tariff review.

These limits serve to control how much losses the company can include in the tariff. Today, the consumer already pays part of this account, which includes theft, measurement errors and irregular connections. However, Aneel places a ceiling to avoid excessive transfers.

Light says that the data used to define these limits are outdated and do not take into account the drop in consumption in Rio de Janeiro, especially among low -income residential consumers. According to the company, this unbalances its finances.

Aneel technicians had already positioned themselves against change last year, saying that the 2022 criteria cannot be reviewed. They also pointed out that unrecognized losses in tariffs, which are due to shareholders, total about $ 602 million per year. According to them, this does not prove financial imbalance.

Even so, Light has insisted on the request. He said that interest caused by extra debt may pass from regulatory remuneration of R $ 508.9 million per year.
