The government of the president (PT) said on Wednesday (14.MAI.2025) that the “Beijing Declaration” is proof that China has adopted an economic model that values ​​developing countries.

The document is a letter of Chinese government intentions and commitments with investments in South America and the Caribbean. It was prepared during the 4th China-Celac Forum (Latin American and Caribbean Community). This is the document (PDF – 138 KB, in Spanish).

According to the president, the “Beijing Declaration” should serve as an example for other global powers that they have abdicated investments in poorer countries. In his speech, Lula nominally cited the United States and the European Union as powers that stopped supporting the development of global southern countries.

What is Beijing’s Declaration

The document establishes China’s intentions and commitments to support projects that lead to the economic development of Latin American and Caribbean countries, but also to give more protagonism to the region’s nations on the global stage.

China acknowledges the position of Latin American and Caribbean countries about the desire to elect a person from the region to the position of UN Secretary-General (United Nations) and the development of a new global financial system that adapts to the needs of emerging countries.

Another commitment made by the Chinese is to follow the partnership action plan signed between China and the Latin American countries. The “Beijing Declaration” and the Action Plan (2025-2027) were sewn during the 4th China-Celac Forum, held on Tuesday (13.MAI) in Beijing. The event was attended by the presidents of 3 South American countries: Brazil, Chile and Colombia. Argentina was the only country not to have its leader present and did not sign the statement.
