It is simply shameful: the official appearance of the White House posts in a tonality that is more used to trolls from right -wing extremists (see also this analysis). Such provocative posts are obviously an attempt to attract attention. But I think we have to take a second aspect into account: The hostile humor that Donald Trump and his team use can also be an instrument of targeted emotional dulling.
