The National Confederation of Family Farmers and Rural Family Entrepreneurs (Conafer) is the entity investigated by Federal Police (PF) and by Comptroller General of the Union (CGU) that increased the most, in absolute numbers, the Discounts on Retirement and Pensions of the INSS between 2019 and 2024. These flows suggest a mechanism for dispersion of resources through entities and companies controlled by individuals linked to association and scheme. Even before the period analyzed by current investigations, Confer was the subject of complaint in the Federal District Civil Police. The inquiry had a partnership with the local prosecutor.

At the time, testimonials were collected and the entity’s financial trail was analyzed. Rural zone retirees were heard by the investigators and detailed the discounts they suffered.
The magistrate, however, understood that the case should go to the higher court and sent to the Federal Prosecutor and Federal Justice, with investigation by the Federal Police. There has been no inquiry information since then by the PF or the MPF.

Although investigated by the PF and CGU, Conafer is not on the list of associations and unions targeting a lawsuit of the Union Attorney General (CGU) requesting the blocking of funds for the reimbursement of what was unduly discounted.
