Families that go from R $ 706 per capita stay in the program for 12 months, and no longer 24

The federal government published on Thursday (15.MAI.2025) a decree that changes the transition rules for Bolsa Familia beneficiaries who exceed the income limit required for the program – currently R $ 218 per capita.

With the new standard, families who have a monthly income for increased capita and exceed R $ 218 may remain in the program for up to 12 months, provided that the income does not exceed R $ 706 per person. During this period, beneficiaries will continue to receive 50% of the benefit amount. Before the change, the transition period was 24 months.

In a statement, the Ministry of Development and Social Assistance stated that the measure comes into force in June and seeks “Expand focus on families in a situation of greater vulnerability, promoting adjustments to maintain the sustainability and effectiveness of the program”. The government also pointed out that the new income ceiling is aligned with the international poverty parameter, defined based on studies on income distribution in different countries.

The new standard will be applied only to families who become falling into the transition rule from June. Families that are already framed in the protection rule will not be affected by change and will continue to receive 50% of the benefit for up to 24 months, according to current rules.

The new ordinance published by the government also defines a specific transition period for families whose income is considered stable or permanent – such as those who receive retirement, pension or the BPC (continued benefit). In such cases, Bolsa Familia may be maintained for up to 2 months after identifying the new income profile above the limit for the program.

The justification is that these families already have continuous social protection guaranteed by the State, which contributes to greater predictability and organization of the domestic budget.
