The Ministry of Management and Innovation (MGI) has restricted access to documents that detail agreements signed with states, municipalities and non -governmental organizations (NGOs), as well as adjustments related to parliamentary amendments. The information, previously available on the TransfeRegov platform, is now considered confidential, making it difficult to monitor how about $ 600 billion in public resources are applied.
The measure is contrary to a campaign promise of President Luiz Inacio Lula da Silva (PT), who had committed to promoting greater transparency in government actions. Data on accountability of federal funds, which allowed to verify the destination of the money and those responsible for the use, are now inaccessible to the public. Justification and public reaction
In a statement to the newspaper, MGI justified that the change was adopted in line with guidance from the Federal Attorney General (AGU), which determined the application of the General Data Protection Law (LGPD) in the context of similar agreements and instruments. According to the ministry, free access to attachments will be resumed only after the development of a tool for anonymization of protected data.

The decision generates questions amid the history of criticism of the so -called “secret budget”, a practice considered unconstitutional by the Federal Supreme Court (STF) in 2022. The secret budget allowed the distribution of public resources without clarity on those responsible for nominations and final beneficiaries. At the time, the Supreme Court determined that Congress guarantee transparency and traceability to parliamentary amendments.
The government argues that it is fulfilling the LGPD and promises to develop a solution to anionize sensitive information, ensuring that public access to data is restored. However, there is no definite deadline for this to happen.
