PT releases ‘Truth About the INSS’ campaign and attributes fraud to the Bolsonaro government

The Workers Party (PT) releases this week, on the official profile on platform X (former Twitter), a series of videos assigning responsibility for fraud and irregularities at the National Institute of Social Security (INSS), former President Jair Bolsonaro (PL).

Telling “Truth About the INSS”, the campaign has four episodes, each focused on different aspects of the accusations, such as benefit block, improper payroll discounts and boss participation in illicit schemes.

The, triggered by the Federal Police (PF) and the Comptroller General of the Union (CGU) in April, identified a fraudulent scheme of improper deductions for benefits of INSS retirees and pensioners.

The scandal caused the resignation of Alessandro Stefanutto from the presidency of the agency and also.

The case motivated the publication of videos from both governors and opposition. Representative Nikolas Ferreira (PL-MG) held the Lula government responsible for the INSS fraud, repeating the viral video model about Pix.

Deputy André Janones (Avante-MG), in a video with similar aesthetics, defended the current government and attributed fraud to the Bolsonaro government.

The push game about the fraud had its most recent episode with one, Wolney Queiroz, and Senator Sérgio Moro (União-PR), during a session at the Senate Transparent Transparency, Governance, Supervision and Control Commission (CTFC).

Wolney Queiroz attributed the responsibility of the case to Jair Bolsonaro’s government, while Sérgio Moro pointed out the delay of the Lula administration to solve the issue after learning about improper discounts.

Remember the case

After complaints, the CGU began an investigation into possible fraud at the institute, interviewing almost 1,300 retirees who had discounts across the country. The result showed that on average 97% of the beneficiaries had not given the measure.

Audits were made in 29 entities that had technical cooperation agreements (ACTs) with the INSS. CGU identified a lack of operational structure to provide the services they offered to the beneficiaries. The agency also found that “70% of the 29 entities analyzed did not deliver the full documentation to the INSS”.

Discounts began in 2016, but grew substantially in 2023 and 2024, according to investigations. Class entities, such as associations and unions, formalized technical cooperation agreements with the INSS, which allowed the sheet discount of the beneficiaries. Authorization for the discount, however, in many cases, was fraudulent.

According to the PF, for the discount to be carried out, the entity would need express and individual authorization of each beneficiary to make the discount of its associative monthly fee. In the investigation, however, the absence of rigorous verification of this authorization and the possibility of falsification of affiliation and authorization documents were identified.
