Congressmen tried to maintain union control of the rural register

Measure did not advance; Still, workers in the sector are the most affected by the improper discounts made by the entities

Deputies and senators of leftist parties tried in 2019 to keep the unions in the register of rural workers. In all, 34 congressmen proposed 39 amendments in this regard, which changed the MP (Provisional Measure) 871 of 2019, sent that year by the then president (PL).

The Bolsonaro measure established that the registration of rural workers would be made by the Ministry of Economy at CNIS (National Register of Social Information), in partnership with Mapa (Ministry of Agriculture, Livestock and Supply) and with public agencies of all spheres. By 2019, this registration was made based on self -declarations of workers and documents issued by rural unions. With the measure, Bolsonaro removed this management from the entities.

However, during the proposal in the National Congress, 39 congressmen tried to change the text. The deputies and senators were, above all, from leftist parties. The PT, of the president, was the author of 21 of the proposals for change. This is the relationship of acronym:

The rapporteur of the proposal, (PL-PR), did not accept the amendments. However, when the text was analyzed in the plenary of the House, the deputy (BA), then in the PL, today in Somos, presented a highlight to keep the unions in the control of the registration.

Only left parties supported Raimundo’s proposal in the plenary: PT, PCdoB, PSOL, PDT and PSB. Once again, the change did not prosper.

Among the justifications, the deputies cite “prejudice” Against unions. “Firstly, it is intended to ensure the participation of unions in the maintenance of the special insured registration system, because it is the most qualified institution for this purpose. It is not possible, by ideological prejudice, to exclude the institution with the greatest credibility and expertise for the maintenance services of the special insured insured register”said Deputy Zé Carlos (PT-MA), in the text.

Consequences

The unions were left out of the register of rural workers, but that of unions, with the support of left and center parties, made the measure only effective in 2023. In addition, the update of the registration, which would be annual by the original text, was required every 5 years.

In 2025, the Operation Without Discount revealed that 67% of the victims of undue discounts made by entities in the benefits paid by the INSS (National Institute of Social Security) rural retirees. According to an inquiry by the PF (Federal Police), the losses to the group total R $ 2.87 billion.
