The structure of the favela, with walls that make police action difficult, facilitates illicit activities, turning it into a true bunker for traffickers. “The situation of favela residents is critical. Many live in vulnerable conditions and are, in a way, hostages of the crime -dominated environment,” said Nunes. “The need for relocation of these people for decent dwellings is urgent, according to the authorities. The area is owned by the federal government and is under the responsibility of the Union Heritage Superintendence (SPU),” he added.
