The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), said he will guide the vote on the urgency of bills that aim to prevent fraud at the National Institute of Social Security (INSS). Federal Police Operation and the Comptroller General of the Union (CGU) pointed out that R $ 6.3 billion were diverted since 2019, through improper discounts on pensions.
Urgent projects can be voted directly in plenary, without passing the analysis of the thematic committees of the house. The text may enter the agenda at the next session or even the same day as the urgency is approved.
“I communicated to the leaders of the House of Representatives that, next week, I will undermine the urgency of bills designed to prevent fraud in the INSS. Following and always respecting the housewood, we will analyze, gather and vote everything that can compose an anti-fiprude package. This theme, which is urgent for millions of Brazilians, is urgent for the House of Representatives,” Motta said on Friday, 16, 16, 16, 16.

Motta did not specify which projects will come in what he called the “anti -fiprude pack”. After the scandal surfaced at the end of last month, parliamentarians presented projects to prohibit automatic discounts from associations and unions in the benefits. Deputy Danilo Forte (União-CE) project proposes that payments be made only by bank slip, as the Estadão column showed.
The INSS scheme has haunted the government of Luiz Inácio Lula da Silva (PT) and caused the fall of Carlos Lupi (PDT) of the Ministry of Social Security Command. The opposition obtained sufficient signatures to install a Parliamentary Commission of Inquiry (CPI) in the House, but changed its strategy after Motta indicates that it does not intend to install the commission.
Bockers, who prepare a media offensive to wear out the Lula administration, began to press the institution of a Mixed Parliamentary Commission of Inquiry (CPMI). The difference is that CPMI also has senators and is instituted from the reading of the application by the Senate President, David Alcolumbre (Union-AP), during a joint session of the National Congress. The next is scheduled for May 27th.

PT leader in the Senate, Senator Rogério Carvalho (PT-SE) said the party can support the creation of CPMI, as long as the commission also investigates any crimes and irregularities committed during the government of Jair Bolsonaro (PL). The Planalto Palace has argued that the INSS scheme has emerged during past management. The volume of the deviations, however, fired on petista management.
The Minister of Institutional Relations, Gleisi Hoffmann (PT-PR) manifested herself against the opening of the investigation in Congress on the grounds that the measure may hinder the investigations of the Federal Police.
“A CPMI, in the environment of political exploitation in which it is being proposed, can compromise the success of police investigation, which should remain protected from external interference and leakage of information. It can also delay the compensation of the victims, as its duration is expected to six months, impacting the measures already ongoing,” she wrote on Friday.

The INSS reported that 1.3 million beneficiaries have already requested a refund and said they did not recognize discounts by associations and unions in their benefits. The government plans to begin the refund process from the 26th, when the return of R $ 292.7 million begins.
