This bill, presented by Federal Deputy Danilo Forte, from União Brasil do Ceará, has as its main objective to ensure that any discount made is formally authorized by the beneficiaries. Among the proposed alternatives, we highlight the possibility of charging by bank slip, which would avoid non-authorized deductions directly on the payroll.
The need for this measure became evident after the revelation of significant fraud, identified by organs such as the the Comptroller General of the Union and the Ministry of Justice. These fraud resulted in a loss of 6.3 billion reais between 2019 and 2024. Audits performed showed that 97% of the beneficiaries interviewed had not authorized discounts, and 70% of the entities involved failed to present the necessary documentation to act with the INSS. In response, the federal government suspended these entities of discounts and started a plan for reimbursement for the harmed.
In addition to the bill, there is a significant movement within the House of Representatives to further investigate these frauds. Opposition deputies to the Federal Government filed a request for the creation of a Parliamentary Commission of Inquiry (CPI) to investigate the INSS irregularities. This request already has 185 signatures of deputies of more than 14 parties, demonstrating the seriousness and urgency of the issue.
