Minister of Finance, Fernando Haddad would participate in a panel, but canceled participation
The 26th March to Brasilia in defense of the municipalities, known as the Mayor March holds debate this Wednesday (21.MAI.2025), from 9:30 am, on tax reform and municipal management.
The Minister of Finance, was on the program as a participant in the panel “Tax Reform – IBS Management Committee”, Together with the president of CNM (National Confederation of Municipalities), Paulo Ziulkoski, and the senator (MDB-AM). However, he canceled the trip to the event. The Confederation mourned the absence. In a statement, the farm reported that the minister had already confirmed presence at the event.
The march of the mayors is promoted annually by CNM and represents one of the largest political meetings in the country aimed at articulating the interests of municipalism. This year’s edition began on Monday (19.MAI) and continues until Thursday (22.MAI), bringing together thousands of mayors, councilors, secretaries and municipal public managers from all regions of Brazil.

Goods and Services Tax
The impasse in the Space Division for Municipalist Organs on the Superior Council of the IBS Management Committee (Tax on Goods and Services) took at least 4 capitals on the first day of the Mayor’s March (19.MAI). The movement is part of the pressure that the FNP (National Federation of Mayors and Mayors) has made to ensure the equitable participation of the two organizations on the board.
Left the confederation:
- Rio (RJ);
- Porto Alegre (RS);
- Boa Vista (RR) and
- Teasina (PI)
According to CNM, the requests have already been filed, except that of the state capital. Other capitals still negotiate the departure of CNM. Among the large cities, Caruaru (PE), with 378 thousand inhabitants, also requested a discharge from the Confederation.
The IBS, created in the tax reform, will unify the ICMS (state) and ISS (Municipal). The Superior Council will be responsible for managing the collection of the tax and for redistributing the appeal among the federative entities.
