About to be completed two years since the entry into force of the Executive, the Executive has decided to take another step in their eagerness to ensure that the communities comply with the regulations. This Wednesday, it was announced by the authorization of an extraordinary game of 35 million euros, which will be transferred to the regions they have declared – or are processing. The economic spill only beneficiary, at least for now, to four communities: Catalonia, Basque Country, Navarra and Asturias, which are the only territories that have so far launched such provision or are in the process of processing them. The rest of the regional map, governed by the Popular Party, maintains its frontal rejection of the norm, arguing a competence invasion or questioning its effectiveness.

The announcement made by the Urban Agenda Minister itself has occurred this Wednesday in Barcelona during the official inauguration of the Construction Hall Construmat, an act to which it has attended accompanied by the president of the Generalitat Catalan. In this way, one of the letters that the Executive had been considering since September last year, when he slid the possibility of including the distribution of extra funds as a deterrent to apply the legislation, materializes.

With this new departure of 35 million to be distributed proportional and susceptible to expanding in the future, the Ministry of Housing seeks to create a fiscal and political incentive to reverse the paralysis of the law in a context marked by the housing crisis. “The declaration of implies the assumption of a problem and the activation of resources to solve it. The government is and will be next to those who commit themselves to the right to decent housing and use the tools available to guarantee it,” reads a statement released by the Ministry. In addition, a new claim is made so that the rest of the communities “with obvious difficulties in access to housing” apply the norm or, “at least, that meet the demands of the municipalities that ask them to declare their municipality tensioning zone” -, where a dozen mayors presented, without success, a legislative initiative to be able to run in their municipalities the rental price.

The funds will be intended to adopt additional measures in the already tension areas, which in practice means strengthening the battery of available actions: public housing mobilization, specific affordable rental plans, public-private collaboration and acting on large holders. In addition, the Ministry will prioritize in these areas the mobilization of resources (soils and real estate) available.

Of the potentially beneficiary communities, Catalonia remains in the lead, with 271 municipalities declared as tensioning areas, including Barcelona and much of its metropolitan belt. He, with the activation in five municipalities (Lasarte-Ioria, Zumaia, Barakaldo, Irún and Errenteria), although with the willingness to expand the list. Navarra has formalized this week the declaration of 21 municipalities after exceeding the required technical and legal phases, which makes it the third community to completely activate the mechanism. For its part, Asturias announced in February of this year the start of the procedure to declare 16 tensioning areas, distributed in seven councils, which places it in an embryonic phase but with the will to apply the norm.

In all cases they are consistories governed by the left, with densely populated and highly demanded localities. The intervention seeks to mitigate the growing pressure of the population towards the rulers to remedy the excessive increase in housing prices and the lack of offer. However, their effects remain in doubt, and while some experts celebrate the advances of these policies, others alert about the risks of excessive intervention. He is the first community to have encountered prices. The latest figures obtained from the bonds deposited by the Caseros at the Catalan Land Institute (), indicate that in the first year of the norm, the price of the income fell 3.7% on average in the municipalities declared tense (from 911 euros per month to 878). However, there was also a drop in contracts and an increase in.
